नदियों के प्रवाह की अनदेखी पड़ेगी भारी

धरती पर हमारे स्वस्थ बचे रहने के लिये नदियाँ बेहद आवश्यक हैं। यदि हमारी पीढ़ी ने नदियों के घटते प्रवाह की अनदेखी की तो आने वाली पीढ़ियाँ हमें नदियों के विनाश और पर्यावरण को गम्भीर नुकसान पहुँचाने वाले बेहद गैर-जिम्मेदार पूर्वजों के तौर पर याद करेंगी। इसलिये नदियों की बर्बादी को रोका जाना चाहिए। उनके प्रवाह की बहाली के लिये सार्थक प्रयास किया जाना चाहिए।

इस साक्षात्कार में कृष्णगोपाल व्यास नदियों के प्रवाह की बहाली के बारे में बता रहे हैं। वे कहते हैं कि नदियों के प्रवाह की बहाली के लिये सबसे पहले नदियों को समग्रता में समझना आवश्यक है। प्रवाह बहाली के लिये बहुआयामी नवाचारी तौर-तरीके अपनाना आवश्यक है। प्रवाह को टिकाऊ बनाए रखने के लिये समाज की भागीदारी से समाज सम्मत प्रबन्ध आवश्यक है।

कृष्णगोपाल व्यास वरिष्ठ भूजलविद हैं। वे राजीव गाँधी जल प्रबन्ध मिशन मध्य प्रदेश के सलाहकार तथा जल एवं भूमि प्रबन्ध संस्थान, मध्य प्रदेश के निदेशक रह चुके हैं। भूजल, जलग्रहण प्रबन्ध तथा नदी प्रवाह की बहाली उनके पसन्ददीदा विषय हैं। प्रस्तुत है इण्डिया वाटर पोर्टल के रमेश द्वारा नदियों के प्रवाह बहाली पर कृष्णगोपाल व्यास से साक्षात्कार।


नदी क्या है? देश में उनकी क्या हालत है?
प्रकृति द्वारा निर्धारित मार्ग पर कलकल कर बहती पानी की अविरल धारा ही नदी है। वह प्राकृतिक जलचक्र का अभिन्न अंग है। उसके पानी में जीवन पलता है। वह जैविक विविधता से परिपूर्ण होती है। यात्रा के दौरान वह अनेक सहायक नदियों से मिलती है। सहायक नदियों से मिला पानी उसके प्रवाह को बढ़ाता है और उसे जीवित रखता है।

मोटे तौर पर भारतीय नदियों की सेहत ठीक नहीं है। उनका बरसात के बाद का प्रवाह अप्रत्याशित तरीके से कम हो रहा है। उनके पानी में गन्दगी की मात्रा बढ़ रही है। उनके पानी का सुरक्षा कवच अर्थात रेत पर अवैज्ञानिक खनन का खतरा लगातर बढ़ रहा है।

भारतीय नदियों में प्रवाहित पानी का स्रोत क्या है?
भारतीय नदियों में पानी का प्रमुख स्रोत वर्षाजल है। उसके सहयोग के बिना नदी का अस्तित्व सम्भव नहीं।

क्या उत्तर भारत और दक्षिण भारत की नदियों में बुनियादी अन्तर है?
हाँ। उत्तर भारत और दक्षिण भारत की नदियों में बुनियादी अन्तर है। उत्तर भारत की नदियों (यथा गंगा, यमुना, सिन्धु, ब्रह्मपुत्र इत्यादि) को वर्षा और बर्फ के पिघलने से पानी मिलता है। वे मुख्यतः अविरल तथा बारहमासी हैं। दक्षिण भारत की नदियाँ (यथा कावेरी, कृष्णा, गोदावरी, नर्मदा इत्यादि) वर्षा आश्रित नदियाँ हैं। प्रमुख नदियों को छोड़कर दक्षिण भारत की अधिकांश नदियाँ मौसमी होती जा रही हैं।

नदियाँ क्यों बहती है?
बरसात की ऋतु में कछार पर बरसा पानी, छोटी-छोटी नदियों की मार्फत बड़ी नदी को मिलता है। उस पानी को समेटकर नदी बहती है। बरसात के मौसम में नदी तंत्र में पर्याप्त पानी बहता है।

वर्षा ऋतु बीतने के बाद नदियों में अपवाद छोड़कर, उथली परतों से मुक्त हुआ भूजल प्रवाहित होता है। उसकी निरन्तरता ही प्रवाह को जिन्दा रखती है। उसके खत्म होते ही नदी सूख जाती है। प्रवाह की बहाली दो स्थितियों में सम्भव होती है। पहली स्थिति के अनुसार यदि सूखती नदी को कृत्रिम तरीके से पानी मिल जाये तो नदी जिन्दा हो सकती है अथवा बरसात का सीजन आ जाये। इन दोनों ही परिस्थितियों में प्रवाह की बहाली सम्भव है।

पिछले कुछ सालों से नदी अस्मिता शब्द सुनने को मिल रहा है। यह नदी अस्मिता क्या है?
नदी अस्मिता शब्द मुख्यतः नदी की सेहत से सम्बद्ध शब्द है। मोटे तौर पर उसका अर्थ है - नदी अविरल है। वह प्रदूषण मुक्त है। उसकी जैवविविधता अक्षत है। उसके पानी में स्वतः ही शुद्ध होने का कुदरती गुण मौजूद है। वह अपनी कुदरती जिम्मेदारियों को बिना व्यवधान के पूरा कर रही है। वही नदी की अस्मिता है।

क्या आज की परिस्थितियों में नदी अस्मिता बहाल करना सम्भव है?
आज की परिस्थितियों में नदी अस्मिता को पूरी तरह बहाल करना सम्भव नहीं है पर उसकी बहाली के लिये प्रयास किया जाना सम्भव है।

स्वस्थ नदी की क्या पहचान है?
स्वस्थ नदी के कुछ संकेतक होते हैं। उन संकेतकों की मदद से स्वस्थ नदी को पहचाना जा सकता है। ये संकेतक हैं- अक्षत कैचमेंट, पर्याप्त अविरल प्रवाह, शुद्ध पानी, समृद्ध बायोडायवर्सिटी और कुदरती जिम्मेदारियों का अच्छी तरह निर्वाह। आज की परिस्थितियों में उन सभी पर संकट है।

इस साल केरल में औसत से अधिक पानी बरसा। इसके बावजूद बरसात बीतने के मात्र तीन सप्ताह के अन्दर नदियों का प्रवाह गम्भीर रूप से कम हो गया। कुएँ और तालाबों में पानी का स्तर आश्चर्यजनक तरीके से कम हो गया। आपके अनुसार ऐसा क्यों हो रहा है?
इस साल केरल में औसत से 36 प्रतिशत से भी अधिक पानी बरसा लेकिन उसकी गति तथा अवधि भूजल रीचार्ज के लिये उपयुक्त नहीं थी। इस कारण क्षेत्रीय भूजल स्तर में अपेक्षित इजाफा नहीं हुआ। उसके असर से नदियों का प्रवाह कम हुआ और कुओं का जलस्तर घटा।

केरल सरकार ने इस घटना के अध्ययन का आदेश दिया है। उम्मीद है, अवलोकन कुओं के भूजल स्तर की मदद से वास्तविकता सामने आएगी। मुझे लगता है कि प्रवाह का कम होना मानवीय हस्तक्षेप के कारण नहीं है। वह कुदरती पुनःभरण की कमी के कारण है।

क्या प्रवाह बहाली सम्भव है? क्या हमारे पास पर्याप्त पानी है?
हाँ। यह नदी कछार में उपलब्ध पानी की मात्रा पर निर्भर होता है। भारत में राजस्थान के रेगिस्तानी इलाके, खड़े तथा तीखे ढाल वाले भूभागों को छोड़कर बाकी जगह यह सम्भव है। प्रवाह बहाली सम्भव है क्योंकि भारत में पर्याप्त पानी बरसाता है। इसके लिये पूरे देश के सभी नदी तंत्रों में काम करना होगा। हमें केवल नदी मैनुअल की आवश्यकता होगी।

क्या सीवर ट्रीटमेंट प्लांट या नदी जोड़ योजना द्वारा नदियों के प्रवाह में हो रही अनापेक्षित कमी को कम किया जा सकता है?
नहीं। सीवर ट्रीटमेंट प्लांट का उद्देश्य पानी की गन्दगी को साफ करना है। नदी जोड़ योजना का उद्देश्य बरसाती पानी को जलाशयों में जमा करना है। इनमें से किसी भी योजना का उद्देश्य प्रवाह बहाली नहीं है।

यदि सीवर ट्रीटमेंट प्लांट के समूचे उपचारित पानी को नदी में डाल भी दिया जाये तो भी नदी अस्मिता बहाल नहीं होगी।

नदियों के प्रवाह की बहाली के लिये क्या किया जाना चाहिए?
नदियों के प्रवाह की बहाली के लिये सबसे पहले हमें नदियों को अच्छी तरह समझना होगा। इसके साथ-साथ प्रवाह और कछार के भूजल के स्तर के सम्बन्ध को समझना होगा। इसे समझने के बाद प्रवाह बहाली के लिये पानी की आवश्यकता का आकलन करना होगा। उपयुक्त क्षेत्र का चयन करना होगा। उस क्षेत्र के जल संचय तथा रीचार्ज सम्बन्धी कुदरती घटकों को ज्ञात करना होगा। यह एक्सरसाइज थोड़ी जटिल है। इसके लिये उपयुक्त टीम तथा नदी मैनुअल की आवश्यकता होगी।
